Meneer Papier has everything he needs: a cat and a pair of scissors. He cuts his own world. This way he goes kite flying, ice skating, and dives underground. This film consists of 9 separate stories: Meneer Papier ziet het groots: Meneer Papier finds a magnifying glass and discovers that everything around him suddenly seems much bigger. Can he also make something very big himself? Meneer Papier catches a bone: Meneer Papier trips over a bone in his garden and soon finds more. He puzzles all the pieces together and discovers that he has found a real dino. Meneer Papier is amazed: Meneer Papier hears strange noises in the air and sees geese flying over. He runs after them but with his eyes fixed on the sky, he does not notice what is lying in front of his feet. Meneer Papier looks for a way out: Meneer Papier cuts out a fair with a carousel and funhouse mirrors. But between all those mirrors, he suddenly loses his way completely. Meneer Papier goes up high: Meneer Papier cuts out his own mountain and mountain boots and starts climbing. But the higher he goes, the more exciting it becomes to get back down safely. Meneer Papier wants to skate: It is cold. Meneer Papier feels like skating, he cuts out everything he needs to make his own ice rink. He fully enjoys sliding… until the sun comes out. Meneer Papier flies a kite: On a windy day, Meneer Papier cuts out a kite. But the wind is so strong that he almost goes into the air with it himself.
